Charter of the Cultural - Social Association of Setin
Article One - Definition
The Cultural - Social Association of Setin is a non-profit association established by the Lor people (both Greater and Lesser Lor) and cultural enthusiasts of these people and others, striving based on the Universal Declaration of Human Rights.
Article Two - Name
The name of the association is "Cultural Association of Setin" which is registered in Sweden, and its short name is "C.A.S".
Clause One: The original charter of the Setin Association is in Swedish, and its Persian translation is also available.
Clause Two: The financial year of the association is a calendar year; the budget and financial report must be prepared and reported accordingly.
Clause Three: To make changes to the charter, a vote of absolute majority (2/3 of the members present at the annual meeting) or a relative majority (half plus one) at the annual meeting is required. If the proposed change receives an absolute majority (2/3) at the annual meeting, it will be implemented after approval. If the proposal is approved by a relative majority, the board of secretaries is obliged to call for an emergency general meeting within two months to vote again. If re-approved by a relative majority in the emergency meeting, the change will take place.
Article Three - Goals and Activities (Objectives and Duties)
- To preserve and promote the culture of the Lor people and other communities.
- To establish cultural links and exchanges with other cultural associations in Sweden and other countries.
- To provide various educational and sports opportunities for the members of the association.
- To encourage and support cultural and social efforts.

Article Five - Annual Meeting
Clause One: The annual meeting is the highest decision-making body.
Clause Two: The annual meeting is held once a year in February.
Clause Three: A special annual meeting (extraordinary) is held based on the request of the majority of members, three-quarters of the secretariat group, or a call from the inspectors.
Note One: This meeting is formalized with any number of members.
Clause Four: The call that includes the agenda of the meeting must be sent to the members one month prior to the meeting.
Clause Five: The selection of the chairperson of the meeting, two secretaries, and one observer will be done by the majority vote of the members.
Clause Six: The minutes of the annual meeting must be signed by the chairperson, the secretaries, and the observer and kept in the archives.
Article Six - Duties of the Annual Meeting
- Review and evaluate the reports of the secretariat group and the performance of the association.
- Selection of the secretariat group, inspectors, and the election preparation committee.
- Approval of membership rights.
- Decision-making regarding the dissolution of the association.
- Decision-making regarding the expulsion or retention of a suspended member.
- Amendment of the charter upon the proposal of the secretariat group.
- Decision-making regarding the allocation of benefits to the secretariat group.
Article Seven - Secretariat Group
Clause One: The group is elected for a term of two years.
Note One: Membership can be for a maximum of three consecutive terms.
Note Two: Only one person from a family can be in the secretariat group or inspectors.
Note Three: Since the selection in 2013, three secretaries with the highest votes are selected for two years and others for one year.
Clause two: The group of secretaries consists of five secretaries and two substitutes.
Clause three: The meeting of the group of secretaries is held at least once a month. The board is required to notify through the Setin website at least 48 hours before the meeting.
Clause four: Decisions are made by the majority vote of the group (five members are needed for decision-making).
Article eight - Duties of the group of secretaries
- To appoint a secretary, treasurer, and cultural affairs officer from among themselves.
- To prepare the association's programs and propose them to the annual meeting.
- To propose the membership fee to the annual meeting.
- To prepare internal regulations.
- To select a group of writers (editorial board) for the association's media.
Article nine - Duties of the inspectors
- To inspect and address the financial affairs of the association between two annual meetings.
- To prepare a financial report and present it to the annual meeting.
- To ensure that the group of secretaries operates based on the charter.
Articles ten to thirteen - Membership, rights, expulsion, and dissolution
Article ten (Membership conditions): To accept the charter and pay the annual membership fee.
Article eleven (Membership rights): Members have equal rights (the right to vote and be elected). To be elected to the group of secretaries, one year of membership history is required. Each member can freely leave the association and has no rights to the assets.
Article twelve (Expulsion): If a member violates the fundamental values or the charter, the group of secretaries can suspend them. Final expulsion is decided by the annual meeting. Failure to pay the membership fee by the end of February will result in loss of membership.
Article thirteen (Dissolution): The dissolution of the association is carried out by the proposal of the group of secretaries and the decision of the annual meeting. If seven members wish to continue working, they can maintain the association by accepting all responsibilities.
